On February 27, a working meeting of the Russia-ASEAN Business Council with the official delegation of the Kingdom of Cambodia headed by Under Secretary of the Ministry of Commerce Lim Phanphearak took place in Moscow at the site of the Chamber of Commerce of the Russian Federation. The parties discussed practical steps to expand trade, economic and investment ties, as well as strengthening cooperation in the context of the Russia-ASEAN strategic partnership.
Dmitry Kurochkin, Advisor to the President of the Chamber of Commerce and Industry of the Russian Federation, made an introductory speech, emphasizing the importance of a comprehensive dialogue with Cambodia and the readiness of the Russian Chamber of Commerce and Industry to provide comprehensive assistance in implementing joint initiatives at both the regional and national levels. He invited the Cambodian partners to participate more actively in the exhibition events held at the Moscow Expocentre venues.
Lim Phanphearak, Under Secretary of the Ministry of Commerce of the Kingdom of Cambodia, presented a detailed analysis of the kingdom's current economic situation, noting steady GDP growth of 5% in 2025. As a key driver of investment attractiveness, he noted the updated Investment Law, which provides expanded tax and customs benefits to foreign investors, as well as a high level of legal protection. Particular attention was paid to the ambitious plan to transform Cambodia into a transport hub in Southeast Asia. The parties discussed the modernization of deep-water ports, the expansion of special economic zones and the launch of a new international airport in Phnom Penh with a modern cargo terminal, which opens up new logistical opportunities.
Daniyar Akkaziev, Executive Director of the Russia-ASEAN Business Council, spoke about the coordinating role of the Council in the development of project cooperation and, as a practical step, proposed organizing a business mission of Russian companies to Phnom Penh this year. Such a mission will allow local entrepreneurs to assess the potential of special economic zones and conduct direct negotiations with local businesses and regulators.
In addition, during the working meeting, the member companies of the Russia-ASEAN Business Council presented specific technological solutions ready for localization in the Cambodian market. Danil Nasibullin, Project Manager, Directorate for International Cooperation of EN+ (the largest producer of low-carbon aluminum and renewable energy in Russia), outlined the possibilities of cooperation in the field of green energy and modernization of hydropower capacities, which corresponds to Cambodia's task of meeting the growing demand for electricity. Evgeny Baranov, Deputy Head of the Commercial Department for Strategic Planning, T8, presented investment projects in the field of telecommunications, including advanced fiber-optic technologies and solutions for data centers that can form the basis of the digital transformation of the kingdom.
Within the working meeting, the parties identified priority areas for further cooperation: localization of production facilities for the national markets of the ASEAN member countries, development of telecommunications infrastructure, modernization of logistics, as well as supply of fertilizers and processing of agricultural products.
